Packaging data as part of seamless information flow

The EU Packaging and Packaging Waste Regulation (PPWR), together with other sustainability legislation, is increasing the need for more accurate and structured packaging data. Companies already hold a large amount of packaging data, but it is fragmented across different actors, systems and formats. The key challenge is therefore not only to generate new data, but also to ensure the interoperability of existing data and enable its efficient use throughout the value chain.

Building the solution step by step

The Packaging Data project programme brings together companies from the food industry, grocery retail and the packaging sector. The programme progresses in stages, and at the end of each project, an assessment is made on whether to proceed to the next phase.

In the development project, we develop furher the basis formed in the Packaging material data model and digital sharing of data project towards a practical solution for the management of packaging data. The project focuses on collecting packaging material data from the beginning of the packaging chain, from manufacturers of packaging components and materials, in a structured and interoperable format. The project, which will be implemented together with food industry, grocery companies and packaging industry players, is part of the Interoperable traceability program.

In the project, we will form a shared view of what data is needed in the value chain, how data moves between different operators, and how it can be linked as part of existing product information processes without duplicate data collection. Our goal is to reduce manual work, improve data quality and manage increasing regulatory and reporting costs through common operating models.

• The project aims to develop a unified operating model for the collection, harmonisation and digital sharing of structured packaging material data as part of product information.
• The project will produce a shared view and a prototype solution based on it, enabling packaging material data to be collected and managed efficiently in the value chain.

Project organisation

The project is coordinated by GS1 Finland and includes representatives from Apetit, Atria, Fazer, HKFoods, Kesko, SOK ja Valio.  

We are now inviting companies to join the co-development project starting in October 2026. The aim is to form a shared vision and operating model for the management, sharing and utilisation of packaging material data.
